Today, quadripartite conference call dedicated to the implementation of the peace plan in the East of Ukraine took place with participation of President of Ukraine Petro Poroshenko, Federal Chancellor of Germany Angela Merkel, President of France François Hollande and President of Russia Vladimir Putin took place.
In the course of the conversation, Petro Poroshenko informed the interlocutors on serious violations that took place in the course of the implementation of unilateral ceasefire regime proclaimed by the President of Ukraine. In particular, the Head of State noted that since June 20, 52 occasions of violation of the ceasefire regime by terrorists have been recorded. Due to these violations, 18 persons died and 27 were injured.
The President of Russia supported the proposal of Petro Poroshenko on the introduction of the ceasefire regime and its monitoring.
Petro Poroshenko emphasized that the implementation of the peace plan and the establishment of control over the whole perimeter of the border will be possible on condition that the OSCE observers, including Russian representatives, are present in the east of Ukraine.
In the course of the conversation, the Head of State stressed that the decision of the Federation Council to cancel the mandate to use the Armed Forces of Russia on Ukrainian soil is a positive signal on the path to the implementation of the peace plan. At the same time, the President emphasized that Ukraine is waiting for tangible actions from Russia that will facilitate further stabilization of the situation in the Donbas. The Head of State urged the President of Russia to take concrete measures to terminate the supply of arms and equipment for militants across the border of Ukraine.
Following the discussion, the Federal Chancellor of Germany suggested supporting the following joint steps:
1. Establishment of the monitoring system with elements of control (it is related to the roadblocks and the transfer of checkpoints on the Ukrainian-Russian border) with participation of the OSCE observers, including Russian representatives, for the period of ceasefire;
2. Continuing the negotiations of Trilateral contact group on June 26, 2014;
3. Exchange of the lists of hostages and public statements of Russian leadership on the liberation of people to those who keeps them in captivity.
The Federal Chancellor of Germany offered the functions of intermediary to be performed by V. Medvedchuk in order to ensure the work of Trilateral contact group consisting of L. Kuchma, H. Tagliavini and M. Zurabov. The President of Ukraine and other participants of the conversation agreed to the proposal of Angela Merkel.
The parties agreed to continue the conversation in this format on Thursday, June 26, 2014.
