Ukraine considers solely peaceful solution to the problems in the East. Our country will responsibly fulfill the Minsk agreements, but in case of negative scenario it will prepare for the decisive action, as stated by President of Ukraine Petro Poroshenko in the course of his opening speech at the NSDC meeting.

"We are capable of protecting our state," the President said. He informed that, as Supreme Commander-in-Chief, he had given respective instructions to the Chief of the General Staff and the Defense Minister. "Several new units have already been formed to repel possible attacks in directions of Mariupol-Berdyansk, Kharkiv, area to the north of Luhansk and Dnipropetrovsk region," the Head of State noted.

According to the Head of State, the plan on the construction of the first, the second and the third line of fortifications is being strictly fulfilled. "Provision of modern offensive and reconnaissance weapons, as well as fire control systems is pretty efficient," the Head of State stressed.

Petro Poroshenko informed that he would offer the NSDC to propose the submission to the Verkhovna Rada on the abolition of the Law on specifity of the local government in the part of Donetsk and Luhansk regions.

"This law wasn't easy for us, but Ukraine demonstrated to the whole world its responsible attitude to the Minsk agreements, its decisiveness and willingness to have a peaceful dialogue. This Law helped us stop the aggression and prevent anyone from accusing Ukraine of reversing the peace process and refusing the proposition on the political dialogue," the President emphasized.

Petro Poroshenko believes that the NSDC and Verkhovna Rada will support this decision and abolish this Law, "as it has already fulfilled its vitally important role".

The President emphasized that the abolition of the given Law didn't mean the rejection of Minsk agreements. According to him, Kyiv will be willing to adopt the new Law under the following conditions: sustainable ceasefire, withdrawal of troops from the collision line, clear demarcation of the collision line laid down in the Minsk protocol of September 5, liberation of all hostages, including those illegally imprisoned in Russia, and abolition of illegal election farce of November 2.
